Location: Observation Lounge
Timeline: June 18, 2399 @1100

ON:

The Federation, Dalacari and Ts'usugi delegations arrived in the Observation lounge, ready to continue the discussions they were having before being so rudely interrupted by the Cardassians and the Klingons.

Jason was updating Commander Honn as the party arrived... "At any rate, we'll have to see what the new Klingon delegation is prepared to offer." he said as everyone arrived, with Talea taking the front seat. She'd rarely been in the Observation Lounge unless it was to fill in for her predecessor or unless Michelle was too busy to brief Captain Ross. Presiding over the actual negotiations was still a strange and awkward thing for her. Especially with such a high demand for compensation suggested by the Dalacari.

J'Loni walked in, dressed in her Klingon Battle Uniform, complete with the traditional weapons of a warrior, Mok'Tor, right along side her. Both were weatring their traditional baldrics, each showing the signits of their alligned houses and the ranks of their stations. J'Loni's had one extra one given to her by the High Council and the Chancellor himself as a representative of the Klingon High Council. Not knowing where she should go, " Commodore, where would you like me to be seated?", she asked.

"On Commander Honn's right will be fine." Jason said as he took the seat to the left of her.

J'Loni took her seat to the right of Commander Honn and sat as Mok'Tor took his position behind her seat and surveyed the room and the delegates. He gave J'Loni a squeeze on her shoulder letting her know he had surveyed the room and was satisfied.

"Welcome." she said. "I am Lieutenant Commander Talea Honn, the new Diplomatic Officer. Captain Bartlett asked me to stand in for her as she has quite a bit of work to do as you can understand. I just wanted to thank all of you again for your assistance in the incident earlier this morning. It's clear that the Cardassians, the Cause - and the Organization - have much to do if they think they stand a chance of bringing our alliance down." Honn said. "Before we start, I just wanted to introduce you to a member of the crew that assisted us with this morning's events. This is Roger Stevens who... I have reports he is a Federation observer." she said, not quite up to speed on the new role

The Dalacari seated across from J'Loni was their lead diplomat, Neelor Palim. Dressed not as a warrior but almost as a civilian, the dichotomy between the two delegations couldn't be more pronounced. Warriors, seated across from explorers. Full weapons and uniforms, seated across from what amounted to a very pretty dress.

"You're a new face. I welcome you on behalf of the Dalacari Republic. My name is Neelor Palim, and I understand completely that it may be a bit disorienting speaking with a binary..."

"... lifeform for the first time. I've had medical and psychological training in regards to interacting with Single Dalacari, which applies well to interacting with singular life forms. I'm glad your people came back..."

"... to the diplomatic table, though the change in representatives has me concerned. Did I insult the previous representative, or was he injured in the offensive? I truly hope neither is the case."

"No he wasn't. The Chancellor, was not sure his demeanour would represent his wishes as he wanted them to be expressed. So, he had him replaced. Since my Grand parents both sit on the High Council, I was chosen to be the delegate at this point. It is a long story but to make it short, the Peoples Cause on Quono'S has been eradicated and he made sure it would not affect the Federation Klingon Alliance which we have struggled for so long to keep intact.

"I'm relieved to hear it." the Dalacari paused to let the moment settle, "It's good to hear that there won't be a threat to the alliance you have with the Federation. Our people are currently looking into entering an alliance with the..."

"... Federation as well, along with the Ts'usugi. Would it be bold of me to presume they briefed you on our requests? Between the military action and the sudden deaths of your higher chain of command, I'd understand..."

"... if I had to repeat them."

"I was given a very brief run down, but, I wouldn't mind if you would enlighten me with what I need to know so I can conduct the talks in the correct official manner", she said smiling. "I am not a diplomat per say but I will do my best to conduct myself as one", she added, smiling.

"Not a problem at all." the twin that wasn't speaking pulled up the demand on a PaDD on their table. "Two hundred thousand tons of fabrication materials to assist in the reconstruction and repair and the economic equivalent for five hundred and fifty million Dalacari eBit units."

"This fund will go directly towards financing the repairs and to the health and well being of the victims of the assault. This will cover the requisite six month trauma care for newly singular Dalacari for the survivors of the incident." a pause, before the focus shifted to the other twin. "That's in addition to a signature of a non-aggression pact of a twelve month duration, Federation standard time, until such a time as a more permanent arrangement..."

"... can be made."

Jason was next to speak... "These were the terms stated to the previous negotiating party. The Federation Council has recommended to the Klingon government that the terms be accepted where possible as a gesture of good faith. Otherwise, if they can't accept these current ones, it's been recommended they come up with something reflecting the loss of life and injuries that the Cause brought upon the Dalacari people."

Taking a deep breath and letting it out slowly J'Loni got up, "Esteemed members of the council, for those who do not know me, I am J'Loni Mo'Bri, Daughter of the House L'Keth, of Quono'S. I have been given the honor to speak on behalf of the Klingon High Council and Chancellor Mar'tok. It is with deep regret that the attack on the Dalacari people did not come from the High Council. Those responsible, The Peoples Cause and its members, have been eradicated.., which issued the false orders to the Klingon captain you are holding. 100 years ago, when Praxis, our chief energy production satellite exploded it ...damaged Quono'S, and since then the Chancellors, from Gorkon to Mar'tok have struggled to keep our alliance with the federation intact and have succeeded. As for your demands, I will have to relay them to the Chancellor to see just how much of what you are demanding can be met at this time. We too are rebuilding still from the Dominion war, and it is a struggle as well. I can tell you this, what ever the Klingon people can offer is an honest, and just answer. The lives lost can never be replaced but in helping rebuild what was damaged I believe that can be arranged," she said, and sat down. Taking another deep breath, she relaxed a little.

It could be a little unnerving, to have two identical people give such rapt attention to what was being said. Especially to the speaker. While Mok'Tor gave the delegates a once-over survey, the feeling couldn't be shaken that he himself was being surveyed. Seated next to the Dalacari diplomatic representative was a Ts'usugi officer, dressed in a drab olive green uniform with a lighter pattern of hexagons on it. No accolades, no medals, just the pose and posture of not only an officer but a solider as well. While Mok'Tor surveyed the room, he and the others on that side of the table were also being assessed. Neelor Palim spoke after giving J'Loni's words some time to sink. A speech like that deserved a moment to settle. "If the Klingon drive to rebuilding is as powerful as their call to arms, then the Dalacari Republic can certainly accept such a pledge. I'll update the terms of the accord to include that the materials and economic..."

"... compensation can be accepted over a reasonable period of time. Would you need to consult with the Chancellor prior to the signature of a non-aggression pact? A twelve standard Federation month..."

"...pledge of non-violence towards one another, perhaps as a prelude to a more formal alliance between all our peoples." Neelor offered, and turned a PaDD she was updating over towards J'Loni. It was the original list of demands and requests from the Dalacari Republic, now updated as she specified.

Standing again, taking a deep breath she began, " As a delegate of the Klingon High Council, and the Chancellor, I am able to say that the terms of a non agression pact will stand on the Chancellor's word and in writing. The rebuilding and terms of the anount to be given will come from the Chancellor, but, I will say this, the amount could be made...say half now...and perhaps...over a period of lets say three to five years, an agreed amout given each year untill it is paid in full. The Klingon people can send around a third of the materials now along with willing able bodied Klingon construction personnel to help in the rebuilding. As I have said, all of this has to be relayed home, and you will have an answer within a 24 hour period", she said surveying the room. She could sense the emotions from several of those around the table and knew why. " For those whose wanting to know why Lt. Mok'Tor is behind me, he is the assistant head of security of this ship and his presence here is one of peace. I asked him to be here to make sure these talks were not impeded on by any would be destroyers of what we are trying to accomplish here and that is a peacefull settlement of this horrendous and dishonorable act on the Dalacari people", she added finally, and sat once again. Mok'Tor squeezed her shoulder as she relaxed yet again.

The room's emotions were strong indeed, but the oddest part was the Ts'usugi present. Either they were an eerie calm that projected nothing, or casual empathy revealed nothing about them. The eyes of the Ts'usugi reflected nothing. No light, no gleam, nothing. Just pools of color that absorbed any light that graced them, while their emotional state was guarded within the fortress of their skulls.

Neelor Palim gave a nod at her words and terms, "Very similar to why I asked Fleetmaster Daisan Tukal to be my aide." one of her forms motioned to the Ts'usugi seated next to her, who gave a nod, "We all want peace, but it is what we are willing to do for it that divides us across the stars."

"Some wish for peace through force. Others through trade and commerce. Others still through talks and mutual friendships. J'Loni Mo'Bri, Daughter of the House L'Keth, of Quono'S... I accept your acceptance and..."

"... the terms under which it applies." the silent twin slid a PaDD over to J'Loni. It contained an exact duplicate of the agreement, along with the more recent requests and suggestions. Half now, and the other half over the next five years. The Dalacari diplomat then walked around the tables to stand directly across from J'Loni. One spoke, while the other held out her hand.

"My name is Neelor Palim, daughter of Deedra Palim, of Dalacar. I formally greet you as a friend."

Standing again, "I greet you Neelor Palim, of Dalacari and offer my own hand in friendship", she said, and took the out stretched hand and shook it. J'Loni then took the PADD from Neelor Palim.

With that, Neelor let her hand rest in J'Loni's for the moment before taking it back, "Then, let the record show that at this time, through these deeds, our two people are at peace. Formality and paperwork will follow, of course." and at that, the pair giggled. The only real break in the mask the entire ordeal. Though that was because the ordeal was now behind them all. "I'd say there's no rush on the authorizing of the accord by your Chancellor, but Dalacar is waiting on..."

"... something of a response. I'll let them know that things here went well and that a signature is pending." she paused, "And now, with nothing further to handle, there is the ..."

"... small matter of the banquet. I've brought some foodstuffs from Dalacar, as well as some dishes from Ts'usu, to symbolize our side of this." a pause, "I've heard of..."

"... some of the cuisine on the Federation side and I am prepared to sample some. Just one question: There's not really any actual BLOOD in Bloodwine, is there?"

J'Jloni roared a Klingon belly laugh, "My dear Neelor, I have a bottle of 2283 Klingon Blood Wine I am dying to crack open, and now I think is a good time to do so", she said. Turning to her trusted friend, Mok'Tor, Lieutenant could you fetch it from my office, you could use a swig yourself", she said , as he hurried to fetch the bottle. "And no, blood is not part of the wine", she added laughing.

Neelor looked absolutely relieved, and even relaxed enough to join in the laugh. Though her bellies weren't quite that big. At that, Tukal stood up and joined them, "You fought off the enemies of our allies. On behalf of the sons and daughters of Ts'usu, for that, I thank you." with that formality out of the way, he seemed to relax, "I think I'll try some as well. It's against family policy to discuss politics sober, after all."

The food service was a series of trays being set up off to the side. Some were being kept warm, while others were cool to the touch. Behind the service tables were a trio of Dalacari automatons, unarmed of course, and underarmored for the purposes of any combat. They seemed to actually just be service drones. Servants, really.

"I took the liberty of having Seventy Five Delta deploy a few drones for service. They're programmed to serve, to attend, and really to just ensure that no one has to worry about ..."

"... getting themselves food. They're civilian models all, so mostly harmless." she assured. "As for the menu, a variety of meats and spices, some binary pastries from home, a few spicy treats, and some dessert cakes. We've..."

"... taken the bones out of the meat already for convenience. Dalacari enjoy the bones as a side dish." and the silent twin of Neelor grinned, showing the pointed teeth of their predator ancestry.

"From Ts'usu's menu, we have shelled seafood from inky black oceans and fish cut so thin that some cuts are translucent. Rice cakes and simple sugar pastries, and a selection of..."

"... fine alcoholic wines and liquors. I'm supposed to warn you that the fare is fabricated, but in all my years of diplomatic service, I can't taste the difference."

Tukal opted to remain silent.

Mok'Tor returned with two bottles of blood wine and gave them to J'Loni who in turn opened one, and poured each of the glasses, including Tukal's. Holding it in the air, "To the lasting peace and friendships that were forged here today. May they stand the lasting tests of time!", and touched each glass before she drank.

"Now for some of this strange but delicious food here", she said and walked with the group to the tables.
